Conditions for Defaulting Sample Workflow Status

When a sample is created, then the sample's Workflow Status is set to Registered where the job's Workflow Status is Registered, and to Not Started where the job's Workflow Status is Not Started, and the Registered Date is stamped and Registered By is set to the current user.
