SCHEME_AUTO_CREATE_QC_MASK

When a scheme is created, then:
- If checked (default on deploy), and a QC mask with the same Scope and Code as the scheme exists, then the scheme is associated with the QC mask, otherwise a QC mask with the same Scope, Code, Name and Description as the scheme is created and the scheme associated with it.
- If cleared (default if missing), then the scheme is created without an associated QC mask.
Typically the preference is not set at role or user level.
