When the Samples tab is selected for a report request, then:
- If checked, all samples are loaded into the grid.
- If cleared (default on deploy, default if missing), fifty samples are loaded initially, and extra samples are loaded upon demand as the user clicks down the grid.
Typically the preference is not set at role or user level.
