REINSTATE_JOB_REASON_MANDATORY

When you select submit to reinstate a job after Cancelling Jobs in the CCREGN—Job application, and you do not supply a reason as to why the job was reinstated:
- If checked, then an error is raised and the reinstating of the job does not proceed.
- If cleared (default on deploy; default if missing), then the reinstating of the job proceeds regardless.
Typically the preference is not set at role or user level.
