SCHEME_AUTO_CREATE_LIMITS_SPEC

When a scheme is created, then:
- If checked (default on deploy), and a specification with a Specification Type of Scheme and the same Scope and Code as the scheme exists, then the scheme is associated with the specification, otherwise a specification with a Specification Type of Scheme and the same Scope, Code, Name and Description as the scheme is created, the Reportable check box is cleared and the Is Auto Promoted is selected, and its Status set to Activated and the scheme associated with it.
- If cleared (default if missing), then the scheme is created without an associated specification.
Typically the preference is not set at role or user level.
