Overview
The Ministry of Mines and Energy is a national public entity belonging to the superior level of the central executive. It is responsible for the administration of nonrenewable natural resources in Colombia by ensuring their best and greatest use; directing said use and its regulations; guaranteeing their supply and protecting natural resources found in the environment for the purposes of safeguarding its preservation, restoration and the country's sustainable development, in accordance with the evaluation, follow-up and environmental management criteria that have been indicated by the relevant environmental authority.
Small-scale Mining Formalization and Support
Decrees 0707 and 0708 of 2026 establish new support pathways for small-scale miners and affected mining communities. Decree 0707 of 2026 regulates the Mining Development Fund (FONMIN) for formalization, technical and financial assistance, technology adoption, safety and business development. Decree 0708 of 2026 regulates the Productive Conversion Program for Mining Activities, including training, employment and alternative-enterprise pathways.
